Opinions. Is it worth upgrading from LinkedIn Basic ?

I wanted to ask if it is worth upgrading LInkedIn from the fress basic to a higher level?

If so which level seems to be the best?

I personally love LinkedIn Recruiter it is so easy and such a time saver!

This depends how you use the site, how you plan to use the site, and what your budget is.

If you want inmails, then it is worth it to buy the level appropriate to the inmails you need.

If you want 'enhanced search', there is really not such a thing, and you shouldn't bother.

Recruiter's "Talent Pipeline" functions are very nice, but very expensive compared to non-Recruiter upgrade options.

Recruiter could also theoretically replace some other products you might use if you are a small business / independent - like an ATS system, though there is a strong 'lockin' with Recruiter.

How long have you used LI Recruiter Dave?

I use PC recruiter as my database program.  I use LinkedIn to search for candidates and would just like to be able to refine the search and find people that are out of network.

You do not really need to upgrade for that, then. Unlimited out of network profiles access is very expensive and unnecessary if that's all you would need it for, and the filters aren't (by themselves) worth the price of an upgrade.

Connection requests are okay, but they require you to have some degree of connection, or email address. You also have lifetime limits on connection requests (a few thousand) then you have to ask for more and get a few hundred at a time.

Messaging is okay, as far as it goes, but InMails have the added benefit of guaranteeing a reply (not always the one you want, but something) or being credited back to you.

They tend to get past spam a bit better as well, than regular emails, but your results may vary on that.

$500/month sounds way over. $800 a year is more like it with inmail access.
