Does anyone have an opinion on Candidates Direct vs. Refer Yes?

Which one brings back better (higher quality) data and more complete information (example: business email and phone numbers?)

I do not know the answer since I do not use either service; but I have some questions upfront. 

How do you provide requests for each service, can that be done in similar terms?  How does each service collect the information? (It always helps to understand the underlying technology.)

Also if all you need is a business email and a phone number, there are other services that provide that, such as zoominfo, jigsaw, egrabber Lead Researcher, etc.; There are ways to construct business email addresses based on templates as well.
