I can help with part of your question. Please note that I have not used Taleo in a few years and I probably am missing some important data. However, I think this will give you a general idea of the system and its intended use.
Taleo is a vendor management system that is used to do a couple things:
1) Make sure that the supervisors are vendor neutral. (I believe Taleo is for used only for staffing vendors.)
2) Guarantee that vendors are not charging rates outside of agreed upon contracts/structures.
3) Provide competition between vendors to provide the best candidate therefore benefiting the company who is doing the purchasing.
4) Ensures that payroll and billing is accurate and documented.
5) Provides for overall cost containment of contingent personnel.
Here is a quick example:
-Hiring manager opens a requisition in the Taleo system.
-Taleo blasts a notice to the approved vendors registered through Taleo.
-The approved vendors (agencies) then submitt candidates through Taleo for consideration.
-The hiring manager will either accepts, declines, or makes additional screening arrangements through the Taleo system.
-The Taleo system then notifies the agencies of the decision and or next steps involved.
-Once the person is accepted and hired, Taleo will then function as a basic accounting tool for things such as time keeping and billing.
-I believe the Taleo system will also provide for additional cost containment by limiting assignment lengths based upon initial purchase order amounts.
