Would like to employ a research person part-time

All:  I am exploring the need for hiring a research person on a part-time basis to assist us in finding specific people and their phone numbers at companies we are presenting our candidates to through our marketing efforts.

Would any of you be able to suggest anyone in this network that I could speak with regarding how to structure this position and even help me define the scope of services and skills needed and how I would evaluate the competency of such a person we might employ? Your help is greatly appreciated.
