Google sites was created about a yr ago to create web pages:
http://sites.google.com/

But you can xray it using the regular Google search engine to find people:

For example, heres a string inserted in the main Google engine:

site:sites.google.com resume "software engineer"

Pretty good results - you can add locations, etc
