Can somebody help me? I'm a recruiter trying to be more of a sourcer and I'm not having any luck

Trying to find a web developer lead for Minneapolis or Ann Arbor and I'm not getting good returns.

I put in the possible titles, skill sets, location and all the NOT modifiers. What am I doing wrong?!!
