Doctrine Writer string assistance

Good day all!  I have been hitting a brick wall with this one.  I am pretty sure that the talent pool is very shallow or in a drought at the moment. This one is really stumping me and I wanted to poll the audience to make sure I am not missing anything.

 

What the client wants:

Six Sigma Black Belt

Secret or higher clearance

Doctrine Writing at least one year of experience

Augusta, GA
