dont search for these type people, job titles could be "business development", "inside sales", "account executive", etc. Any idea on the best way to find these type people through a boolean search??

I would not expect tons of actual resumes posted on web pages. If you are looking for inside sales reps, I would focus more on finding companies that are hiring similar profiles and then calling directly in.
This is not enough information for search. What is the location? Are there any specific products OR services experience these guys needs to have?

To start with: -
site:linkedin.com (inurl:pub OR inurl:med) "inside sales" -jobs

Leave resumes OR networking sites - these guys are best listed on company's own website
"inside sales manager" (nyc OR "new york") (contact OR telephone OR email) -jobs -job

Find out target companies and use their names in the search.
