Could someone take pity on me and tell me WHY this string returns NO results when I run it on Google.. Thank you.

There are a couple of issues with your string so I've made some changes to it to make it functionally correct, however it still doesn't return any results. (I'll examine that part in a minute)
site:linkedin.com (inurl:in|pub) ("systems engineering manager" OR "strategic systems engineering" OR "network engineering manager" OR "enterprise * engineering" OR "technical delivery") ("BS EE" OR "BSEE" OR "BS * Electrical" OR "B.S.Electrical") (Chemonics OR Indyne OR NCI) -intitle:directory -inurl:updates

If you use site:linkedin.com/in, it will miss public profiles (linkedin.com/pub), so instead I used site:linkedin.com (inurl:pub|in) to capture all of those profiles.
You can't use the ... it is not recognized by Google. I'm assuming you were trying to find enterprise (insert word) engineering, i.e. enterprise systems engineering. To do this you need to use an asterisk, "enterprise * engineering".
I also added parantheses for simplifaction of grouped terms. It's not always necessary but it helps for organizing your string, especially if you start to change them or NOT out pieces.

But....even after doing this it isn't until I remove one of the 3 OR statements, title, BSEE or company before it returns results. You may want to look for other terms, titles or companies that won't overly limit your results.

Great advice, Kameron. I'd add that dropping the degree substring often helps to get more results. People write about their degrees in many ways or sometimes not at all. Or they may mention a higher degree such as Master's.
You can always review the results to see if the degree is there. Somebody with "strategic systems engineering" is likely to have a degree, so you will not be flooded with too many wrong (un-degreed) results.

It's not a Google limitation, it has to do with the terms that you've chosen. Your string required them to have one of the titles/terms (systems engineer....), a BS in Electrical Engineering and mention one of those 3 companies in their profile. Apparently there weren't any results that matched all 3 criteria, only 2 out of the 3. As Irina suggested you may want to drop the degree requirement to open up the search to those candidates who don't mention their education or have an advanced degree. You may need to add additional search terms, titles, companies, etc. to include additional results.
