It's not a Google limitation, it has to do with the terms that you've chosen. Your string required them to have one of the titles/terms (systems engineer....), a BS in Electrical Engineering and mention one of those 3 companies in their profile. App…

A handful will charge but the majority will do for free. They give you a log in and password or you have to fill out an online form for them to approve and they post. Good luck!
