If we are searching out of the US i.e. India, Pakistan, etc is there anything unique that we have to know?

Things that come to mind are:
1) search for relevant email templates. When you have a list of emails, the ones ending in .in likely come from India; the same is true with websites that you would want to X-ray;
2) go to the Social Networks that are popular in the country of interest. I have heard that Orkut is popular in India; try sourcing there;
3) try using a local language if there is one (this opens up a whole new array of possibilities);
4) use the Country name as one of your keywords.

We do have people from India and Pakistan here; perhaps they can add to this?

Unless you are dealing with the largest of companies. There are companies that work similar to recruiting firms in the US. The best way is to find what you are looking for through your network. The advantage in the USA is that you have people here from every country that you would know and should talk to them directly. Indian recruiting companies in most cases may be charging candidates, which may lead to abuse given the large candidate pool looking for a job, which in most cases decides ones quality of life.
When searching in India (or any other country) I will sometimes find out the telephone city code and country code as search terms. For example for Mumbai and software engineer you could use 91 22 "software engineer" (resume or CV)

A little different from your que but apart from US recruiting I am doing a project looking at candidate interested in relocating from US to India and recruitment in India.
Couple of things:-
1)I found local Groups,Orkut and Linkedin works the best and now twitter is really growing up and getting a lot of response on that.
2)You get better response from your Indian networks. They are much better and easier in referring.
3) Language searching (for job boards) works great.. contact me if you want a excellent string
4)If you have a name ; its very easy to find someone's phone number as the phone Directory is Public
5)Check Alexa ratings.. Naukri.com and monster India are the database to use if you are investing in boards
6)There are many niche boards,schools which will work free with you to feature your job. reach out
7) Above all Networking

Recruiting in India should not be very difficult...

1. Almost all candidates would use English as a language. You do not need go for local languages
2. Referrals work great in India
3. Job boards are very popular- Naukri.com, Jobsahead.com, Timesjobs.com and Monster.com being the largest. Naukri is good for most roles, Monster for senior managerial roles, Timesjobs for IT roles
4. Orkut is the largest social network in India. But you would probably not find a lot of personal information there
5. Another popular social network is Ryze... though it is more urban in nature
6. .in search would probably not result in much as most Indian companies did not use this domain till only 2-3 years ago
7. Try connecting with recruiters in India. The good ones do not charge candidates and would be very professional. Do not try consultants who charge candidates and try to sell their database to you. Quality of their candidates would be suspect

Word of caution... India has a high rate of 'No show' candidates... you may be speaking to them in the morning confirming an interview meeting. And they would not show up few hours later. Sad but true.
